卡管影響選情？ 專家：藍營大好機會
【台灣醒報記者楊蕓台北報導】教育部卡管是否衝擊年底選情？中山大學政治所教授廖達琪受訪時分析，若要影響全國選情，國民黨主席吳敦義應積極對管案表態，前立委廖正井也認同說，「吳身為在野黨黨主席，對執政黨錯誤的決策應要更強悍，不能總是無聲無息。」台灣世代基金會董事王智盛則認為不至於影響到年底大選，「管案不像年改或太陽花學運，屬長期、全國性的議題，對北部以外的縣市影響有限。」
廖達琪表示，管中閔案原本只屬於台大校內的事情，拖到現在演變成藍綠鬥爭、威權復辟等議題，最後以「拔管」終結，而教育部駁回的理由竟是基於「道德標準」，以現有法制無法說服大眾管為何不適任，社會憤怒情緒升高，她認為，「隨著卡管議題逐漸發酵，將會衝擊到民進黨年底選情。」
至於衝擊的力道有多大？廖達琪觀察，目前看來影響頂多在北部，中南部幾乎毫無動靜，未來關鍵則在吳敦義如何操作卡管議題，「吳敦義在這段時間幾乎沒有聲音，頂多看到藍委試圖反擊綠營卡管。」
廖達琪認為，卡管牌若要打得漂亮，吳敦義就應藉機取得議題主導權，把議題層次提高到威權復辟、大學自主等，如此才有可能帶動中南部選民意向，否則議題永遠只限於校園，影響的範圍恐怕也僅有北部而已；國民黨前立委廖正井受訪時也坦言，實在不解為何吳敦義在卡管議題上沒有好好發揮，「身為在野黨黨主席，對於執政黨錯誤的決策應該要更強悍一點，不能總是無聲無息。」
「卡管事件絕對會『全國性』衝擊民進黨年底選情。」廖正井表示，吳茂昆自己也有許多道德瑕疵，沒有資格做教育部長，更沒有資格駁回台大校長聘任案，「當然不只卡管，民進黨執政兩年來，種種政策已讓民意對民進黨失去信心，」他觀察，即使被認為是深綠的中南部選區，都開始有對民進黨不滿的聲音，且卡管早已不只是台大的事，畢竟全國各地都有大學，恐怕將「全國性」衝擊選情。
王智盛則認為不至於影響年底大選，因管中閔案不像年改或太陽花學運，屬長期、全國性的議題，對北部以外的縣市影響有限，「且距離年底選舉還有半年多，隨著時間拉長，議題影響力也會慢慢消失」；對國民黨來說，短期內的確有助凝聚士氣，「過去藍營欠缺凝聚選舉焦點的議題，卻在這波民進黨卡管上，難得砲火一致對外」，但從中長期來看，要影響到年底選舉，恐怕也沒那麼容易。
